SP Confirms Capitol Appointments of Pangilinan Jr. and Andin

Citing their credentials and track record of performance, the Sangguniang Panlalawigan yesterday confirmed the appointments of Atty. Andres S. Pangilinan Jr. and Atty. Cecil L. Andin as administrator and legal officer of the Pampanga provincial government respectively.

Pampanga SP Chair and Vice-Governor Joseller M. Guaio said that the provincial board members present in Monday’s session duly acknowledged the merits of Pangilinan and Andin’s educational background and career experiences in discharging their duties and functions as provincial administrator and legal officer.

The province’s newly-confirmed administrator who hails from Macabebe town said that he practiced law for 22 years after passing the bar examinations in 1989.

He then had his private practice with the Ocampo, Sicat and Ayson law office in Angeles City first as a junior partner for four years then later became a regular partner in 1994.

Together with his father, a retired provincial prosecutor, he put up the Pangilinan and Pangilinan law associates in 1997 and since then served as its managing partner.

Pangilinan said that “although he has no direct experience as a provincial administrator, he is well-versed with the rules and regulations and jurisprudence as far as public administration is concerned.”

Board Member Edna David said that Pangilinan shall be holding a very important position as the provincial administrator as he would be serving as the alter ego of Governor Lilia G. Pineda.

The board member believed Pangilinan has the moral background and the required credentials to perform his tasks.

On the other hand, Andin, the newly-confirmed legal officer, used to serve as a legal officer of the City of San Fernando from 2003 to 2006 prior to his stint as a corporate legal counsel of the Philippine Health Insurance Corporation from March 2010 to June 29, 2010.

Andin is the son of the late Atty. Zoilo Andin of Cagayan and Ester Andin, a former member ofthe faculty of Pam pang a High School in the City of San Fernando.

A practicing lawyer since 1995, Andin also established a law office earlier on with his father and brother in Angeles City.

Both Pangilinan Jr. and Andin were present during the session and when asked to say some words, they both voiced their commitment to serve the province and fellow Kapampangans to the best of their ability.
