Pineda, Vice Governor Joseller Guiao, 2nd district Representative Gloria Macapagal-Arroyo are among those who were briefed by Nestor Mangio, chairman of the Clark International Airport Corporation (CIAC), on what has been done relative to the Subic-Clark Alliance for Development (SCAD) and its untapped potentials. The SCAD is a council composed of the CIAC, Bases Conversion and Development Authority (BCDA), Subic Bay Metropolitan Authority (SBMA) and the Clark Development Corporation (CDC) which was created by EO 504 issued by then President Arroyo towards transforming Subic and Clark into a unified logistics and production hub.
