Governor Lilia G. Pineda hands over the P50,000.00 check from the provincial government to Elma B. Paras, mother of Cadet First Class Angelo Edward Paras who graduated class valedictorian of the Philippine Military Academy last April. Witnessing the event are Provincial Administrator Atty.
