CITY OF SAN FERNANDO–Pampanga Governor and Chairperson on Committee on Social Development Lilia Nanay Pineda spearheaded the RDC’s (Regional Development Council) Sectoral Committee on Social Development (SCSD) meeting on Budget Review for CY 2016 held at NEDA-RDC Conference Room Diosdado Macapagal Government Center in Maimpis, this city.
During the meeting, the lady governor requested the National Youth Commission to prioritize programs for the out-of-school youth.
“Dapat ninyong harapin yung mga out-of-school youth. Sana i-priority nyo, hingin nyo ng pondo sa national government, asikasuhin natin yung mga out-of-school youth. ‘Yan ang bigyan nyo ng magandang programa”, the governor told the National Youth Commission (NYC) representative, Mr. Jose H. Tieros.
“Pwede bang hingin yung mga programa nyo yung ginagawa nyo para sa mga youth baka naman may maitulong kami dun sa pondong hinihingi nyo”, the governor added.
The meeting highlighted the two new stages of budget preparation called the two-tier budget approach as discussed by DBM Assistant Regional Director Rosalie Abesamis.
Tier one or hard ceiling are forward estimates or funding of on-going or existing projects and programs while Tier two are the new and expanded projects subjected to deliberation to be funded by the national government.
The main objective of budget preparation is spending within the means, with right priorities and spending with measurable results.
Part of the budget process is a Forum Consultation Dialogue between the representatives of the fifteen Regional Development Councils at NEDA Central Office and the five representatives from agencies Central offices which include the DOH, DepEd, DPWH, DOTC and DA. This is to identify their concerns with the agencies.
On line submission of budget proposals will be on April 27 and the technical budget hearing will take place on June 22 and the submission of budget in Congress is on July 28, 2015.
