CITY OF SAN FERNANDO – Gov. Lilia Pineda ordered the department heads of the Capitol to visit all the barangays in the province for the assessment of the unmet needs of the poor communities that will serve as guide for the comprehensive delivery of social services by the provincial government.
The instruction of the governor is to conduct an assembly and have a dialogue with the barangays officials, sectoral groups, barangay pastoral councils and the residents about the legitimate needs and inadequate infrastructure projects in the barangay.
She asked them to make a report complete with data that will be the basis for the implementation of projects and programs.
“We have to see the actual situation and hear straight from them what they really need. Through this, we can bring them the genuine services of the provincial government without political colors and motivation from some local officials,” Pineda said.
Pineda instructed them to prioritize depressed and remote villages whose Internal Revenue Allotment (IRA) is below P1-million.
“The success of this initiative will ensure proper budget utilization and right direction in governance. Let us target at least one hundred barangays which we could implement the comprehensive and integrated delivery of social services,” she said.
The provincial chief executive also wants them to explain the agenda, programs, and projects of her administration as well as some of the process in government especially about the budget during their dialogue to attain transparency and public participation in governance.
