CITY OF SAN FERNANDO – The Department of Interior and Local Government Pampanga urged members of the Sangguniang Bayan and Panglungsod to enact more codes that will strengthen local governance and improve public service.
Director Myrvi Fabia said DILG Pampanga conducted assessment of the performance of local legislator and it was learned that most local government units (LGU) lack cessential codes such as no code on general ordinances, environment protection code, children’s code, gender and development code, local investment and incentive code and comprehensive development plans, among others.
She added they also need to formulate and update their comprehensive land use plan.
Fabia appealed to new sets of councilors in the Sangguniang Bayan who won the 2013 elections to be more active and effective on local legislation.
The director said that 120 of the councilors in the province are below forty years old and the rest are older and experienced legislators who are of good tandem to be effective in their sworn duties.
“May mga bata po tayong mambabatas sa konseho at meron ding batikan na. Kung pagsasamahin natin yung ideals ng mga kabataan at karanasan ng mga nakakatanda sa sanggunian marami po tayong epektibong mga batas na magagawa,” she told them.
Fabia also noted the municipalities of Guagua and Porac for being the top performers in local legislation in the province compared to other LGUs.
Newly-elected Pampanga Councilors’ League President Mike Tapang said members of the Pampanga Councilors’ League (PCL) are very eager to learn more on law-making and they will adopt, review and study codes, resolutions and ordinances of the Sangguniang Panlalawigan.
“The members of PCL are very active and attentive to their duties and we are optimistic that every council to be better performer this coming years,” he said
