DILG: Pampanga Councilors Plunge on local legislation

CLARK FREEPORT –Myrvi Fabia, provincial director  of the Department of Interior and Local Government (DILG) Pampanga disclosed that most of the Sangguniang Bayan and Panglungsod in the province failed to pass needed local legislative measures.

Fabia said the DILG assessment is based on the number of enacted local codes, ordinances and resolutions of the municipal and city councils for the past few years.s

It was learned that most of the towns have no code on general ordinances, environment protection code, children’s code, gender and development code, local investment and incentive code and comprehensive development plans, among others.

Further, Fabia asked them also to formulate and update their comprehensive land use plan.

“Masyadong mababa ang marka ninyo sa local legislation. Kulang kayo sa mga importanteng codes,” she told them.

She added that majority of the local government units in the province failed to conduct Executive-Legislative Agenda (ELA).

“For 2010-2013, most of the LGUs did not conduct ELA which is essential in drafting necessary codes and important laws,” Fabia stated.

Fabia appealed to new sets of councilors in the Sangguniang Bayan who won the 2013 elections to be more active and effective on local legislation.

She noted the municipalities of Guagua and Porac for being the top performers in local legislation in the province compared to other LGUs.

Newly-elected Pampanga Councilors’ League President Mike Tapang said this is a wake-up call for them to act swiftly in order to fulfill their inadequacies on local legislation.

For her part, Gov. Lilia Pineda gave the councilors until December of this year to enact the significant codes and ordinances especially needed in their respective towns.
