ANGELES CITY — Officials from Davao Del Norte provincial government shared on Monday their best practices on the operation and management of provincial economic enterprise development office (PEEDO) to the Pampanga provincial department heads and board members headed by Governor Lilia “Nanay” G. Pineda in a one-day seminar held in this city.
This came as the governor and the members of the provincial board are planning to create a provincial economic enterprise development office (PEEDO) similar to what has been set up in Davao Del Norte.
She said the proposed creation of provincial economic enterprise department will pave way for the effective implementation of public private partnership enacted and approved by the Sangguniang Panlalawigan headed by Vice Governor Dennis Pineda.
The lady governor is optimistic that Pampanga has more potential considering the resources of the province in terms of logistics, natural resources and human capital.
“The seminar on economic enterprise and the sharing of Davao Del Norte experience will guide the officials of the Capitol on how we could come up with a decision for the setting up of economic enterprise office in the province,” she said.
The governor thanked the officials of Davao Del Norte led by Elisa Andin, head of PEEDO , Dr. Jessie T. Belga, chief of Samal Zone Hospital in the said province and Serge Dorbas, administrative officer V of same hospital for sharing the best practices on economic enterprise program and in running the affairs of government hospitals.
The seminar held in this city was focused on the creation of economic enterprise office, staffing pattern, its operations and management, income generating strategies, provision of medicines and equipment, and manpower and their behaviors in the district hospitals, private public partnership, Philhealth program and capitation.
One of the best practices highlighted in the seminar was the close coordination and cooperation of the municipal mayors in the operations and expenditures of the district or zone hospitals in Davao Del Norte that gave the Governor Pineda an idea to instruct chief of hospitals to initiate and coordinate with the local chief executives in all towns and cities to provide funds or counterpart in the payment of hospital bills of their respective constituents admitted in the government hospitals.
Elisa Andin, who happens to be a sister of Atty. Cecil Andin, provincial legal officer of Pampanga said her office was created through an ordinance passed by their Sangguniang Panlalawigan and an executive order signed by their governor.
With the discussion led by Andin, the Pampanga provincial officials were given a proposal to separate other public health services from the Provincial Health Office (PHO) to constitute the other functions and responsibilities of the proposed PEEDO.
The lady Andin suggested that instead of dissolving the PHO, the provincial government of Davao Del Norte tasked the office to function as coordinating office of PEEDO in terms of health services.
Andin said the PEEDO is also tasked to plan, monitor and implement the consignment agreement between the provincial government and the private pharmaceutical companies through their Davao Del Norte Pharmacy program.
She also shared that the economic enterprise office is responsible for the engagement of the province in the consultancy services of private doctors and in the intensification of blood collection.
“We have also targeted the increase in the utilization of Philhealth admissions and increase in Philhealth enrollment, “Andin said.
She added that PEEDO is also responsible in supervising the newly constructed Davao Del Norte Sports Complex.
