Capitol eyes integrated livelihood programs

CITY OF SAN FERNANDO – In a bid to generate more livelihood programs, Governor Lilia G. Pineda is eyeing the comprehensive and integrated delivery of services of the Public Employment Services Office (PESO), Provincial Cooperative and Entrepreneurial Development Office (PCEDO), Provincial Veterinary Office (PVET) and Office of the Provincial Agriculturist (OPA).
This came as the governor convened the provincial department heads at the Executive House, Capitol Grounds Monday.
The governor instructed the PESO led by Luningning Vergara to intensify its Nego-Kart livelihood project, launched in partnership with the Department of Labor and Employment (DOLE).
“Karts partnered with bicycles instead of motorcycles are more ideal since bikes are usable even when roads are flooded,” Pineda noted.
She also tasked the said office to be more stringent in the selection of beneficiaries to ensure the proper utilization of funds provided for by the national government.
Furthermore, Pineda urged the PVET led by Dr. Augusto Baluyut Jr. to be more involved in the generation of lucrative yet efficient livelihood programs and to look into salable poultry products like native chickens, geese, and eggs.
The OPA headed by Engr. Crispin Guinto, in partnership with PESO, currently led the distribution of sampaguita seedlings which even garnered support from national line agencies like Department of Science and Technology (DOST) and Bureau of Plant and Industry (BAI).
The PCEDO headed by Mamerto Gatus was also given orders to assist the PVET, PESO, and OPA in the replication of the already existing and thriving livelihood schemes in the province.
The governor even stressed the importance of close communication between the department heads to ensure that the needs of every individual is considered and attended to.
“We should think of other strategies to be able to provide more livelihood opportunities for the Capampangans. The integration of efforts from PESO, PCEDO, PVET and OPA is very crucial. The delivery of services should be prompt and relevant to the needs of our constituents at the grassroots level,” Pineda declared.
