LUBAO, PAMPANGA – Longing for more development projects and service in the province, the department heads of the provincial government led by Governor Lilia Nanay Pineda are currently attending a two-day retraining program on good governance and human resource development starting yesterday.
Governor Pineda said she wants this province to become a better, peaceful place to live in where Kapampangans enjoy the fruit of economic prosperity and development; hence I want the provincial government heads and employees to become effective catalysts of change and development.
The training facilitated by known technical advisers on good governance in the persons of Laine Velasco and Maya Lyn Banes centered on how to fully achieve the mandate of Governor Pineda based on her 12-point agenda.
Attorney Andres Pangilinan, Jr, provincial administrator said the 12 Point Agenda of the Governor are as follows: Good Governance; Poverty Alleviation, Social Amelioration, Sustainable Quality Health Services, Equal Access to Quality Education, Environmental Sustainability and Disaster Resilience, Attractive Investment Climate; Adequate Infrastructure Support; Peace and Order and Public Safety; Conservation and Promotion of Kapampangan Culture and Heritage; Tourism Promotion and Promotion of Private and Public Partnership.
Pangilinan said the Pineda administration is determined to produce quality results, uplift standards of living and increase impact in the lives of the Kapampangans through the fulfillment of her development agenda.
The governor reiterated that she is not satisfied with what her administration had achieved.
“I want more, we can better if we have the determination and direction in what we are doing. Let’s take a more active role in good governance so we could improve our craft as public servants,” the Governor told the department heads.
Velasco expounded on the importance of the full participation of all government offices and involved offices through applying the concept of synergy and convergence of resource.
“All employees, not just the department heads, including all stakeholders from the conceptualization, planning, implementation and close monitoring stages so you could come up with better results,” Velasco said.
The governor said her administration must come up with concrete plans and full program implementation based on standards and what they want to achieve,” the governor said.
The governor stressed that there is a need to employ more and highly qualified employees to do the job.
The training is also aimed at restructuring the organizational set-up of the provincial government through diagnostic approach and if needed, the personnel should undergo a retraining process for effective discharge of their duties and responsibilities.
The Pineda administration is ready to reform and change the mindset of the employees and get rid of the stumbling block that delays the process in the delivery of programs and services to the Kapampangans.
“We in the provincial government, if need arises, will make a complete overhaul of the organizational structure and place the personnel where they are most qualified to perform the job,” she reiterated.
The governor said she would also task all departments to prepare their performance targets geared towards achieving her 12-point agenda.
“Achieving these agenda, we could have a sense of direction as a developing province and professionally intellect Kapampangans,” she added.
