11 Pampanga Towns Qualify for the 15M Projects from DILG

CITY OF SAN FERNANDO – Eleven towns of Pampanga qualified for the 15 million worth of projects from the Department of Interior and Local Government (DILG) under the Bottom-up Budgeting (BuB) for fiscal year 2014 of the national budget preparation.

DILG Pampanga Director Myrvi Fabia disclosed that each of the 11 towns namely; Minalin; Candaba; Mexico; San Simon; Masantol; Guagua; Lubao; Apalit; San  Luis; Macabebe;and this city will receive 15 million worth projects or a total of 145 M for the province.

Fabia said these local government units (LGUs) had met the requirements for the Bub. They are recipient of the DILG Seal of Good Housekeeping (SGH), has made substantial progress in implementing itsPublic Financial Management (PFM) Improvement Plan as determined by DBM, and has no unliquidated cash advances from participating agencies based on existing auditing rules and regulations.

The director explained that the priority projects were identified by the LGU with participation from the civil society organizations.

“Bub is the grassroot participatory budget process of the national government. The identification of the projects to implemented came directly from the people through the Lgu,” Fabia explained.

She also stressed that the lgu-beneficiary must have the technical capacity to implement the project, as determined by the concerned participating agency.

“If the LGU is incapable of implementing the project it will be executed by the concerned national government agency (NGA),” Fabia said.

Fabia further said that DILG Pampanga is targeting other municipalities to qualify on the next BuB awarding.

“There are criteria to meet before being eligible for the award but the DILG Pampanga is working closely to other LGUs to help them,” she said.
