CITY OF SAN FERNANDO – Governor Lilia “Nanay” Pineda reorganized recently the Provincial Anti-Drug Abuse Council (PADAC) in lieu of President Rodrigo Duterte’s campaign against illegal drugs through the Executive Order (EO) No. 17-2016.
The PADAC, chaired by Governor Pineda herself, is composed of Pampanga Police Office Provincial Director P/SSupt. Rodolfo S. Recomono, Jr as Vice-Chairperson; Committee on Public Order and Security Chair Rosve V. Henson; Panlalawigang Pederasyon ng Liga ng mga Barangay president Gerome N. Tubig; Philippine Drug Enforcement Agency Region 3 Director Emerson L. Magarte; Criminal Investigation and Detection Group Regional Director P/SSupt. Edwin A. Aguilan-Quintales; Department of Interior and Local Government-3 Provincial Director Myrvi A. Fabia; Philippine Red Cross Pampanga/Angeles City Chapter Administrator Augusto B. Ocampo; Officer-in-Charge Schools Division Superintendent Leonardo D. Zapanta, Ed.D.; Provincial Prosecutor Atty. Lamberto A. Gonzales, Jr.; Provincial Health Office OIC Dr. Jay M. Rivera; Provincial Social Welfare and Development Office head Elizabeth E. Baybayan; Provincial Information Officer Joel Mapiles and Provincial Jail Warden Edwin Mangiliman.
Executive Order No.17-2016 states that the reorganization of the PADAC is due to the recent election, as well as changes in the heads of its various member agencies.
“To effectively discharge its mandated duties, there is a need to update the Council’s composition”, EO 17-2016 stated.
The Executive Order also stated that the increasing of illegal drugs has contributed much to the incidence of heinous crimes, thus there is a need to address the problem in order to effectively ensure community peace and harmony.
The PADAC was first organized under the Executive Order No. 14-2013 dated November 18, 2013 and added some members under the Executive Order No. 07-2014 dated June 2, 2014.
The reorganized PADAC will cooperate in the planning, implementation, and evaluation of drug abuse prevention activities, provide an effective mechanism for the coordination of existing services and programs of the council, conduct information and education campaign versus illegal drugs, and monitor and report to proper authorities drug pushers and drug users in the locality.
The Provincial Information Officer is appointed as Head of the Secretariat to provide technical and administrative support, documentation, preparing reports, and provide other assistance required by the Council.
