PESO to Launch Skills Registry System in Pampanga

The Pampanga Public Employment Services Office (PESO), recently adjudged as the best provincial PESO first class category in the region, is set to launch its skills registry system program before the end of this month.

This was learned from Luningning Vergara, PESO head in the province, as she said that once implemented, the skills registry system would facilitate further the provision of needed employment opportunities to the target populace throughout the 504 barangays of the province.

A joint program with the Department of Labor and Employment (DOLE), the SRS is one of the pet undertakings of Governor Lilia G. Pineda as she would like to have a complete inventory of the available skills and qualifications of unemployed in the province, she added.

Vergara explained that the Governor believed that “we can never properly identify the appropriate employment and livelihood interventions needed if we do not have a complete listing of their skills”.

The SRS, even prior to its formal launching, was initially started last January 26 in the municipality of Candaba during the conduct of the first countryside outreach development program of the Pineda administration.

When the same outreach program dubbed “Pamipulung-Pulung king Panyulung” was brought to Mexico town three days later, the PESO also started the conduct of the skills registry.

At present, the SRS is on-going in Lubao, so far, the only municipality of Pampanga which has designated barangay PESO coordinators.

“Once the SRS is fully established, PESO coordinators at the barangay level will be designated by the respective local government units to facilitate the provision of services,” Vergara said.

She added that the barangay PESO coordinators will act as conduits in the dissemination of information on available job vacancies, both local and foreign, including lists of job seekers in their localities.

The SRS program aims to gather basic information on individual households in the community – name, age, date of birth, religion, educational attainment, occupation and source of income, average family income and number of children.

“As the Governor would like the survey to be as comprehensive as possible, it also includes items on the health and medical-related aspects of family members,” Vergara shared.

Thus, it covers the number and causes of death per household in the past two years, including current sickness and disabilities of family members.

The registry also includes information on the type of housing units, main source of water supply, toilet facilities used and ways of garbage disposal.

At the same time, it also gathers data on whether the household heads are family planning acceptors, specific methods used and source of intervention.

Aside from DOLE, the SRS is jointly supported by the local government units and the Commission on Population (POPCOM) through the barangay health workers.

Vergara assured that PESO will continue its monitoring activities to ensure the efficient delivery of employment and livelihood interventions, programs and services of the provincial government. (Pampanga PIO)
