CITY OF SAN FERNANDO—Pampanga Governor Lilia Nanay Pineda lauded the launching of the Department of Interior and Local Government’s (DILG) “Operation Listo” Tamang Paghahanda, Tamang Aksyon” held at the Oxford Hotel in Clark, on Tuesday.
Integrated in the program is the Disaster Preparedness Manual, a complete agenda of primary planning for local government units to have a systematic and accurate course of action, with aligned and improved local plans and preparations prior to or during a catastrophe.
Governor Pineda acknowledged DILG Regional Director Florida Dijan and Provincial Director Myrvie Fabia for the timely launching of the “Operation Listo” program.
“Sana huwag nating bibiguin ang DILG, lalo na si Sec. Mar Roxas. Marami siyang ginagawang mga bagong programa gaya ng “Lambat Sibat” tapos itong “Operation Listo” kung saan siguro gusto ni Secretary ay lagi tayong alerto at magamit ang ating pondo” the governor said.
The lady governor also seized the opportunity to congratulate the mayors, the PNP for making Pampanga as one of the peaceful province in the country.
Relatively, Governor Pineda also addressed the problems residing in the BFP. “Nakita ko na kailangan kong bigyan ng pansin ang Bureau of Fire, ang problema natin ay ung maliliit na eskinita, bibili kami ni Angie agad ng dalawampung fire trucks”, the governor said.
The launch meantime, was assimilated with planning and workshop where attendees from the agencies of the National Disaster Reduction and Risk Management Office, Philippine National Police, Bureau of Fire Prevention, Local Disaster Reduction and Risk Management Office were assessed together with the mayors from different municipalities and heads of DILG 3.
From the time a typhoon poses a looming threat in the horizon to the time it arrives in the locality, the manual provided to the LGU’s aims to ensure accurate measures of preparedness to avoid flaws which may cost great loss to lives and properties.
Other programs of the DILG include a Community-Based Disaster Risk Reduction Management (CBDRRM) a process in which communities at risk are actively engaged in the identification, analysis, treatment, monitoring and evaluation of disaster risks in order to reduce vulnerabilities and enhance capacities; Training on Quantum Geographic Information System (QGIS), an open source, cross-platform and readily available technology for map creation. Through this, an LGU can better understand the risks it will face in the event of different hazards such as flooding and soil erosion; Formulation of the Local Climate Change Action Plan (LCCAP) to better understand the vulnerability of the LGU’s jurisdiction and adapt proper risk-reduction measures and strategies in order to respond significantly.
