Kapitolyo sa Barangay kicks-off in Lubao; 1000 Cabalen attended

LUBAO, Pampanga — At least 1,000 indigent participants graced the kick-off activity of “Kapitolyo sa Barangay”, launched in two separate villages in this town.
The Kapitolyosa Barangay program was launched yesterday in two separate barangays of San Francisco and San Juan.
Seven barangays assembled in San Francisco such as barangays Concepcion, San Jose Apunan, Sto Domingo, San Francisco, San Miguel, San Vicente and San Antonio.
In San Juan, six barangays like San Nicolas 1st, San Nicolas 2nd, Sta Lucia, Sta. Catalina and Sta. Barbara gathered to avail the government services being offered by the provincial government.
The Kapitolyosa Barangay is aimed at bringing the programs and services of the provincial government closer to the people who are in need of Capitol assistance.
The people were also asked about their suggestions and opinions on how to effectively and comprehensively deliver the services of the Capitol down to the grass root level.
Governor Lilia “Nanay” G. Pineda said this will be the start of the province-wide information caravan that will address the basic and unmet needs of the populace particularly in the most remote areas of the province.
The governor said the Capitol is eyeing to reach out to the people of the 505 barangays of the province in a span of two months within the first quarter of the year.
The mother of the province announced the accomplishments of the provincial government under her less than four-year stint at the Capitol that prioritized health, education, livelihood, infrastructure and the operation of the quarry industry.
In Lubao alone, the Capitol has released some P109-million intended for the various projects of the municipality for the past years.
This year, the governor announced that another P30-million would be poured in for the construction of a brand new hospital in this town.
She also disclosed that a diagnostic center would be opened at DiosdadoMacapagal Memorial Hospital before her birthday on February 21.
She said that under her term, the quarry industry has reached almost P1-billion collection that would be used in addressing the basic problems of the Kapampangans.
Department of Interior and Local Government (DILG) Provincial Director MyrviFabiaand the officers of Kapampangan Development Foundation (KDF) led by its president, Benny Ricafort also graced the activity.
It was also attended by the provincial heads of the Capitol led by Governor Pineda, Atty. Andres Pangilinan, Jr, provincial administrator; Olga Frances “Fritzie” David-Dizon, chief of Staff, former Board Member; Atty. Cecil Andin, provincial legal officer, Engineers Rene Gutierrez, NoliPangan, WilfredoManalili of the provincial engineering office; NidaManalad of the provincial budget office; Engr. Andy Henson, head of the provincial planning and development office; LuningningVergara, public employment service office manager; Bessie Macabali of the provincial library;  Pia Magdalena Quival, head of the provincial treasurers office; Rose Butiu, head of the Malward Clinic; Dr. Marcelo Jaochico, head of the provincial health office; Crispin Guinto, head of the provincial agriculture office; Ma. Eliza Rey Munoz, head of the Pampanga action center for OFW concerns; ArwinLingat, head of the provincial tourism office; Dr. Jun Baluyot, head of the provincial veterinary office; Engr. Romeo Dizon, head of the provincial assessor’s office; Engr. Lulu Alingcastre, head of the provincial investment and promotion office; Elizabeth Baybayan, head of the provincial social welfare and development office; Francis Maslog, head of the Pampanga Manpower Training Center; PoncianoCapulong of the provincial cooperative and entrepreneurial office; Angelina Blanco, head of the provincial disaster risk reduction and management office and other provincial employees.
Also present during the launching of the Kapitolyo Sa Barangay were Board Members Anthony Joseph “Ton-Ton” Torres, Salvador Dimson, CrisGarbo, Cherry Manalo, Rosve Henson, Arthur Salalila and Mike Tapang, president of the Pampanga Councilors’ League and the members of the Sangguniang Bayan of Lubao headed by Vice Mayor Robertito Diaz.
This town Mayor Mylyn Pineda-Cayabyab expressed her gratitude to the officials of the provincial government for giving priority to the people of Lubao as far as the delivery of social services and programs which address the concerns and issues particularly in the far-flung communities of the province.
During the consultation, Fabia emphasized the strong partnership and relationship among the officials of the barangay councils for the implementation of better services.
Fabia said there is a need for a holistic approach in the formulation of barangay development plans through active and effective participation of the members of the community.
Interior Provincial Director also stressed the need to form the different institutional councils within the barangay to effectively deliver and address the problems of the community.
