Surigao del Sur to Adapt Pampanga’s Quarry Collection System

CITY OF SAN FERNANDO – The provincial government of Surigao del Sur headed by Governor Sol F. Matugas plans to adapt Pampanga’s quarry collection system, particularly its organization, fees collection and monitoring, after recognizing the latter’s success in a conference held at the Executive House in Capitol last Wednesday.

Governor Matugas together with senior board member Myrna Romarte of second district; board members Mamerto Galanida and Simeon Castrence of first district; and the provincial department heads visited Pampanga and attended a conference to study the implemented system for Pampanga’s quarry collection.

During the conference, Matugas lauded Governor Lilia “Nanay” G. Pineda for the improvement and success of the province’s quarry collection.

Currently, the Kapampangan A Lulugud at Matapat (KALAM) – the implementing arm of quarry operations in Pampanga – employs more than 200 personnel to ensure efficiency and order in quarry collections, Provincial Administrator Atty. Andres Pangilinan disclosed.

“I learned a lot about quarry operations, it’s so organized. Maraming proseso na applicable sa Surigao. Natulungan talaga ako,” Matugas stated.

Meanwhile, quarry collection in Pampanga is one of the key factors for the success of all launched projects for the province, according to Pineda.

According to Environment and Natural Resources Officer Art Punzalan, the province has already collected a total of P478, 877, 500 since the start of Pineda’s administration in 2010.

“Deng collection ilang panyaup tamu ren, kareng  IPs (Indigenous People), kareng pagawa tamung infra, kareng hospitals, sosopan tamung masakit,” Pineda disclosed.

The governor stressed that the income generated from quarrying should be converted into services for the province’s constituents.

“Surigao should consider adapting to the system we have formulated for our quarry operations in Pampanga. The province should be the one to facilitate instead of the local government units (LGU) to ensure order and to maximize quarry collections while still providing the LGUs share in profits,” the Pampanga governor advised.

The conference was also attended by board members Cris Garbo and Nestor Tolentino of first district; Fritzie David-Dizon and Jun Dimson of second district; Trina Dizon, Monz Laus, and Raul Macalino of third district, Nestor Tolentino and Ric Yabut of fourth district; and provincial department heads.(Angelique DC.
