CITY OF SAN FERNANDO — Governor Dennis ‘Delta’ Pineda is bent on pushing his nine-pillar priority programs to make the province one of the most progressive areas in the country.
He bared this during the inaugural Sangguniang Panlalawigan session of Vice Gov. Lilia ‘Nanay’ Pineda, the newly installed Presiding Officer.
For the Governor, Preventive Health Management System always comes first.
“Prayoridad ang pagiwas sa sakit, at pag-upgrade pa ng kagamitan at pasilidad ng mga ospital ng probinsya,” he said.
Second, according to him, is Education. He asked the Sangguniang Panlalawigan, headed by Vice Gov. Pineda, to add more Learning and Research Centers in every Local Government Units (LGUs), with free usage of computers and internet access for students.
He mentioned the continuous Educational Financial Assistance Program (EFAP), for more beneficiaries and extended benefits.
The Governor also added the need to enhance the communication equipment and facilities, and addition of police vehicles to strengthen the Peace and Order in the province.
With this, he said, the Drug Prevention Programs for the youth should be intensified, as well as the rehabilitation programs for drug surrenderees.
“Pang-apat, pag-upgrade ng mga kagamitan, sasakyan at mga pasilidad sa Disaster Management,” Gov. Pineda said.
The Governor will prioritize Climate Change Mitigation Programs for Disaster Management and Environmental Management, such as doubling the mangrove population in coastal areas. Furthermore, such number of desilting equipment will be needed also to reduce the possibility of flood.
“Mga programa na babawas sa epekto ng bagong Rice Tarrification Law,” he added.
According to him, the Provincial Government will introduce modern practices for agriculture.
Meanwhile, he also mentioned the basic social services for the marginalized sector, like relief goods, food and non-food aid, emergency shelter and burial assistance.
For him, helping and protecting the marginalized sector, especially the Aeta community, is one of the responsibilities of a leader.
Pampanga, being one of the progressive provinces in the country, now has a traffic problem. In order to resolve the traffic congestion, Gov. Pineda will improve infrastructures more. And to construct more buildings in public schools, he added.
Moreover, he also said the Re-Organization in Provincial Government, as well as the Pampanga Megalopolis Plan with the help of Former President and House Speaker Gloria Macapagal Arroyo.
“Ang Pampanga Megalopolis Plan ang siyang magbibigay daan sa patuloy na pagunlad ng ating lalawigan sa pamamagitan ng mga programang nakatutok sa pagkakaroon ng attractive investment climate, tourism development, interconnectivity ng mga kalsada, at produktibong ugnayan sa pampribadong sektor,” Gov. Pineda added.
The Governor then asked the support of the Sangguniang Panlalawigan in achieving a progressive province.
“Akin pong inaasahan ang pagtutulong-tulong natin sa pagkamit ng mga ito para sa maunlad at progresibong lalawigan ng Pampanga,” he said. #
