CREATION OF THE PROVINCE

The Province of Pampanga was created on December 11, 1571 by official act of the Spanish authorities. Its creation makes it as the first Spanish province in the Philippines. The name “La Pampanga” was given by the Spaniards who found the early natives near the river banks. The word “Pampang” from which the province’s name originates means “river bank”.


FOUNDATION DAY

December 11 of every year is proclaimed as Pampanga Day and declared a non-working holiday through Proclamation No. 2226 issued by the Office of the President of the Republic of the Philippines on July 27, 1982. The Proclamation is aimed to preserve, maintain and hand down to prosperity the beauty and richness of Pampango culture, the heritage, as well as its arts and literature, and to honor with a fitting ceremony the illustrous Kapampangans who have distinguished themselves in different areas of endeavor.


LOCATION AND LAND AREA

The Province of Pampanga is located in the central part of Region III, bordered on the north by the Provinces of Tarlac and Nueva Ecija, on the east by the Province of Bulacan, on the west by the Provinces of Bataan and Zambales and on the southeast by Manila Bay.

Pampanga’s land area is 2,180.68 square kilometers. Its terrain is relatively flat with only one distinct mountain, the Mt. Arayat and the notable Pampanga River. Among its municipalities, Porac has the largest land area with 343.12 sq kms.; Candaba comes in second with 208.7 sq kms.; followed by Lubao with 155.77 sq kms.


POLITICAL SUBDIVISION

The Province of Pampanga is divided into four (4) congressional districts. It is composed of one (1) highly urbanized city, two (2) component cities, nineteen (19) municipalities and 538 barangays. Angeles City, although  within  the  geography  of  Pampanga,  is  classified  as  a  first-class  highly urbanized city and has a government independent of the Province of Pampanga. The City of San Fernando is the capital of the province and serves as the government seat of Central Luzon .


PROVINCIAL HERO

Maximino Hizon, who was born on May 9, 1870 in Parian, Mexico, is chosen as the greatest Kapampangan revolutionary hero. He left behind his days as a spoiled brat of the Pampanga principalia class to join the Katipunan in 1896. He became the Comandante General of Pampanga in the latter part of the revolution and promoted to the rank of Brigadier General during the Philippine-American war. He convened and presided over the meeting of town representatives, held on June 26, 1898 in San Fernando, Pampanga, to solicit support for the Revolutionary Government of Emilio Aguinaldo. He exhibited extraordinary courage and heroism in a fierce battle near La Loma in Caloocan on February 10, 1899.

His monuments were erected at the Provincial Capitol (Governor Macario Arnedo Park); infront of Heroes Hall Building of the City of San Fernando, Pampanga; and on the ground of the municipal plaza of Mexico, Pampanga.


PROVINCIAL LEGAL HOLIDAYS 

Declared as official non-working holidays in the Province of Pampanga are:

May 7 of every year (Jose Abad Santos Day)
December 11 of every year (Pampanga Day or Aldo Ning Kapampangan)


PROVINCIAL FREEDOM PARK

The Governor Macario Arnedo Park fronting the Capitol Building along the MacArthur Highway, City of San Fernando, Pampanga is declared as a “Freedom Park”, where the public may peaceably assemble to present their lawful cause, protest the state of affairs of the government, whether political or otherwise, or petition the government for redress of their grievances without prejudice to the rights of others to life, liberty and equal protection of the law.


PROVINCIAL SLOGAN

The Province of Pampanga adopts the “Gawing Lingkod Bayani Ang Bawat Kawani” slogan of the Civil Service Commission as envisioned in its Memorandum dated October 22, series of 2011 as the Province’s Battle Cry for promoting efficient and responsive delivery of public service geared to transform every provincial official and employee from being Lingkod Bayan to a Lingkod Bayani. The Lingkod Bayani Pin shall be made part of the provincial officials and employees’ office uniform.
